Terms of Reference (ToR) – Safeguarding Consultant/Expert

Background

Safeguarding is a core organizational commitment to protect children, youth, women, and vulnerable groups from harm, exploitation, and abuse. As programs expand, the organization requires a dedicated safeguarding consultant to strengthen policies, build staff capacity, and ensure compliance with international standards and donor requirements.

Purpose of the Assignment

The consultant will provide technical expertise to carry out organizational assessment, design, implement, and monitor safeguarding systems across all organizational operations. This includes policy development, risk management, training, and establishing reporting and accountability mechanisms.

Objectives

  • Carrying our organizational assessment to identify the gaps/specific training needs.
  • Conduct a comprehensive review of existing safeguarding frameworks.
  • Identify gaps, risks, and areas for improvement.
  • Develop/upscale safeguarding policies, codes of conduct, and procedures.
  • Build staff, volunteer, and partner capacity through training and mentoring.
  • Establish confidential reporting and case management systems.
  • Ensure safeguarding is mainstreamed into program design, monitoring, and evaluation.

Scope of Work

The consultant will:

  1. Organizational Assessment
  • Conduct organizational audit to determine the level of implementation of safeguarding.
  • Assess employee’s awareness level about safeguarding
  • Come up with safeguarding training needs of the organization.
  • Design a comprehensive training program for employees of the organization.
  1. Policy & Frameworks
    • Review current safeguarding policies and compliance with donor/legislative requirements.
    • Draft updated safeguarding policy, child protection policy, and staff code of conduct.
    • Integrate safeguarding into HR processes (recruitment, vetting, induction).
  2. Risk Assessment & Mitigation
    • Conduct safeguarding risk assessments for ongoing and planned projects.
    • Develop risk mitigation strategies tailored to program contexts.
  3. Capacity Building
    • Design training modules for staff, volunteers, and partners.
    • Deliver workshops (in-person/virtual) on safeguarding principles, reporting, and accountability.
    • Mentor safeguarding focal points within the organization.
  4. Reporting & Case Management
    • Establish confidential reporting channels for safeguarding concerns.
    • Develop case management protocols, including referral pathways to local authorities and service providers.
  5. Monitoring & Compliance
    • Create safeguarding monitoring tools and compliance checklists.
    • Provide quarterly reports on safeguarding implementation and challenges.
  6. Stakeholder Engagement
    • Liaise with donors, government agencies, and partner NGOs on safeguarding standards.
    • Represent the organization in safeguarding networks and forums.

Deliverables

  • Safeguarding audit report with gap analysis and recommendations.
  • Updated safeguarding policy, child protection policy, and code of conduct.
  • Risk assessment reports for key programs.
  • Training curriculum and delivery (minimum [X] sessions).
  • Confidential reporting and case management framework.
  • Quarterly safeguarding compliance reports.
  • Final consultancy report with sustainability recommendations.

Duration & Timeline

  • Contract period: [e.g., 6 months, renewable].
  • Key milestones:
    • Week 1: Safeguarding audit and risk assessment.
    • Week 2: Establish reporting/case management systems.
    • Week 3: Policy drafting and training rollout.
    • Week 4: Final report and sustainability plan.

Reporting & Supervision

  • The consultant will report directly to the [Chief Executive Officer/Programmes cum MEL Manager/Safeguarding Committee].
  • Monthly progress updates will be required

Consultant Profile

  • Minimum of 7–10 years’ experience in safeguarding, child protection, or gender-based violence prevention.
  • Strong knowledge of international safeguarding standards (e.g., Keeping Children Safe, Sphere, donor safeguarding requirements).
  • Proven experience in policy development, training facilitation, and organizational capacity building.
  • Excellent communication, cultural sensitivity, and stakeholder engagement skills.
  • Fluency in [English/Swahili].
