Purpose of the Role
The Program cum Monitoring, Evaluation & Learning (MEL) Manager plays a pivotal
role in ensuring that the organization’s programs are not only implemented
effectively but also generate measurable impact and sustainable change. This
position bridges the gap between program delivery and evidence-based decision-
making, making it central to organizational growth, donor confidence, and
community empowerment.
Key Responsibilities
- Program Management
- Oversee planning, implementation, and reporting of core programs.
- Coordinate with partners, donors, and stakeholders to ensure alignment with
organizational goals. - Manage budgets, timelines, and resources effectively.
- Supervise program staff and provide mentorship for capacity building.
- Monitoring & Evaluation
- Design and implement M&E frameworks, tools, and indicators.
- Track progress against targets and outcomes using both quantitative and qualitative
methods. - Ensure data quality, integrity, and timely reporting.
- Conduct baseline, midline, and endline assessments.
- Learning & Knowledge Management
- Facilitate reflection sessions and afteraction reviews to capture lessons learned.
- Translate findings into actionable recommendations for program improvement.
- Document success stories, case studies, and evidence for donor reports.
- Promote a culture of adaptive learning across teams.
Qualifications & Competencies
- Bachelor degree in Development Studies, Social Sciences, Statistics, or related field.
(Master’s degree is added advantage) - Minimum 5–7 years of experience in program management and MEL.
- Strong skills in data analysis, report writing, and donor compliance.
- Experience with digital M&E tools (e.g., KoboToolbox, DHIS2, Power BI).
- Excellent communication and stakeholder engagement skills.
- Ability to balance strategic oversight with handson implementation.
- Bachelor degree in Development Studies, Social Sciences, Statistics, or related field.
